Jiangxi Provincial Tobacco Monopoly Administration/China National Tobacco Corporation Jiangxi, incorporated in January 1984, carries out uniform leadership, vertical management, monopoly franchise management system. Mainly responsible for the organization and management of tobacco production, cigarette sales network construction, monopoly management and supervision of law enforcement. In October 2004, according to the industry management system reform plan of the State Tobacco Monopoly Administration (China National Tobacco Corporation), the management systems for industry and commerce of the provincial corporations separated. After such separation, Jiangxi Provincial Tobacco Monopoly Administration/China National Tobacco Corporation Jiangxi carried out the system of “one organization, two titles”. At present,it is set with 26 internal functional & professional departments, 11 prefecture-level tobacco monopoly administrations (corporations), in Nanchang Railway Tobacco Monopoly Administration, China Tobacco Jinggangshan Traditional Education Base, Jiangxi Jinfeng Investment Management Co., Ltd, Jiangxi Gannan Tobacco Redrying Co., Ltd, etc. and 8293 employees on service.
In 2014, Jiang Provincial Tobacco Monopoly Administration (Corporation) with in-depth launch of activities of education on and practice in the mass line of the Communist Party of China (CPC) as a driving force, focused efforts on implementation of the opinion of the State Tobacco Monopoly Administration (STMA) on reviving tobacco business development in the former Central Soviet Base Area (during the Agrarian Revolutionary War Period from 1929 to 1934) in southern Jiangxi and other regions, and the opinion of the provincial government of Jiangxi on promoting development of the provincial tobacco industry, and also focused efforts on consolidating the basis for development of the leaf tobacco business, the fine situation of markets, supervision and control of tobacco monopoly, lean management of enterprises and human resources development, making new achievements in all work.
In 2014, Jiangxi Provincial Tobacco Monopoly Administration(Corporation) sold 73.15 billion cigarettes (1.4630 million cases), up 1.27 percent year on year; with the sales income (including tax) of single cigarette case reaching 27,000 Yuan (4354.84 U.S. dollars), up 9.72 percent year on year; and 395,100 mu (26340 hectares) of leaf tobacco was grown in Jiangxi Province, with the quantity of leaf tobacco harvested reaching a high of 1000,000 dan (50000 tons), with the average amount of income per tobacco-growing farm household reaching 77,300 Yuan (12467.74 U.S. dollars) (including tax), up 11,800 Yuan( 1903.23 U.S. dollars ) year on year.Generated 9.37 billion Yuan(1.511 billion U.S. dollars) in taxes and profits, up 16.51 percent year on year; and paid 5.363 billion Yuan (865 million U.S. dollars) in taxes, up 12.15 percent year on year. Three-expense ratio was 5.57 percent, down 0.53 percent year on year. In the year, the Tobacco Monopoly Administrations at all levels in Jiangxi Province investigated and handled 629 major or serious cases of violation of the Tobacco Monopoly Law each valued at over 50,000 Yuan (8064.52 U.S. dollars), and wrapped the handling of 27 cases of cigarette counterfeiting and fake cigarette marketing networks meeting national standards for punishment and 24 cases of cigarette counterfeiting and fake cigarette marketing networks meeting provincial standards for punishment.
In 2015, Jiangxi Provincial Tobacco Monopoly Administration(Corporation) will lead the tobacco industry of Jiangxi to implement on a full scale the spirits of the 18th National Congress of the CPC and the 3rd and 4th Plenary Sessions of the 18th Central Committee of the CPC, abide by the general planning of the national tobacco work conference and the provincial economic work conference, adhere to the system of tobacco monopoly, stick to the general keynote of seeking progress amid stability, actively adapt itself to the new normal of economic development, deeply tap potential and improve quality, launch reform and innovation to strengthen the driving force, strengthen its norms through the rule of law, and bend to business and innovation to increase its vigor and vitality, in striving to meet the annual target of generating taxes and profits up 8 to 9 percent year on year,more than 10 billion Yuan.
----Further tap potential in an in-depth way to improve the quality of economic operation,observe the “red line” on leaf tobacco production, consolidate the basis for development, and attach importance to characteristics of products, in promoting sustainable development of the leaf tobacco business;Readjust and control strict, develop competitive brands and focus energy on marketing, in promoting stable growth cigarette marketing; Attach importance to efficiency, make regulations strict and strengthen support, in keeping promoting lean management to higher levels.
----Further launch reform and innovation to increase the driving force for economic development. Specifically, it will promote market-oriented reform on a full scale, deepen reform of the system of labor distribution, strengthen efforts for scientific and technological innovation and strengthen innovation of the system of marketing service.
----Further promote the development of the tobacco industry under the rule of law, and provide support for stable and healthy development of the economy. In this respect, it will focus energy on promoting administrative management by law, to lift the management of tobacco monopoly to higher levels; will focus energy on organizing production and marketing in accordance with law, in practically strengthening internal control over tobacco monopoly; and will focus energy on management in accordance with law, in promoting regularization of management of enterprises.
----Further strengthen the construction of leaderships and development of human resources, to enhance the vigor and vitality of the entire workforce. Specifically, it will lead the provincial tobacco industry to strengthen the construction of leaderships in implementing the requirement for tighter control over CPC organizations; strengthen human resources development to improve the overall quality of the workforce; and strengthen improvement of the working style to improve the overall image of the provincial tobacco industry.
